Monitor help!

I recently purchased a Dell 21 Inch Computer Monitor (Sony Trinitron Tube), model d1626ht, UltraScan? 1600HS Series (info at http://docs.us.dell.com/docs/monitors/55347/specs.htm), and am having problems getting it to work properly. The screen keeps jiggling up and down slightly no matter what I set the size, zoom and center to, and its driving me crazy. No matter what I do I can't for the life of me get it to fit the entire screen and stay stable. Anyone have any ideas what I could try to make it work? Also wondering about the possibility that it may be my video card (ATI All In Wonder 32 Mb), but the card works fine with my 17' monitor. Thanks in advance for any help.

how do i adjust the refresh rate? i can't find any controls for it

It should be with any software that came with it. Have you tried to degauss it?

no software came with it - it's auto-detected by windows....still no luck in making it work properly

For refresh rate, right click on the desktop, select properties and under the settings tab click on advanced.
Go to the monitor tab and choose a refresh rate above 75 Hz, if possible. Then click apply. Also make sure
that your monitor is away from strong sources of magnetism, like unshielded speakers or something.
