I have a new monitor, NEC FE771, running @ 1280x960 right now, in the refresh rate tab, when the "Hide modes that the monitor cannot display" is ticked, 60hz is the only one, but if I untick that, and choose 70hz, and click my monitors menu button, it shows running at 69.9 hz or whatever, anything above 70hz chosen in the windows options, it wont budge above 70hz, now, because XP didn't show the 70hz option with the box ticked, is it risky to run my monitor at the 70hz its at right now?
 
I've found that Windows is often wrong about which modes can be diplayed and which cannot. As long as you don't exceed the monitor manufacturer's specs then you should be fine.
 
I think you're okay with what you have it currently set at. The fact that it won't go any higher means that 70Hz is probably the highest safe refresh rate at that resolution. I have an old 17" Sony as my secondary monitor and at 1280x960 it runs at a max of 72Hz. Setting it higher in Windows doesn't change anything, just like your case.
 
Is the .inf for that monitor installed? Does it list the monitor by correct name in device manager? If so I would go by the supported refresh rates it lists only.
