Monitor Flickering

My Dell 1905FP has been acting strange recently. I've noticed that on the AT forums that the objects on the page look like they're "shaking", like everything moves around really quickly then stops. I also see some other things that are very hard to describe, but they last for only a fraction of a second, like if I blink I could miss them. At first I thought it was just something weird with the website and ignored it.

Then I was looking at some pictures in powerpoint and noticed horizontal lines appearing across the pictures and then disappearing. These lines were only visible for a fraction of a second, but when one went away at least 1 other came up in a different spot. After a few seconds everything stopped.

Are these signs that something is wrong with my video card (9800 pro) and/or my monitor? I have a dual-monitor set up and have noticed nothing on the other monitor. These strange occurrences are infrequent (once or twice every 2 days) but I'm beginning to worry.

Try to change the frequency on the monitor settings. (usually 60 ~65hz) Update the monitor drive and the video adapter driver!
 
I may be wrong but frequency will do nothing for a lcd. I would try the lcd on a different computer and see if it does the same thing.
 
I'm building a new rig in a month, hopefully the monitor will last until then and I will see for sure whether or not the problem lies withing the monitor or vid card.
