I use program ReForce to force monitor refresh rate in game and from it i see 6 monitor INF files dont know why so many maybe because i installed drivers many times there is 3 Default Monitor INF and 3 Plug and Play Monitor INF.
The problem is when i turn off monitor then turn it on the Default Monitor INF driver loads, when i restart pc only then loads loads Plug and Play Monitor INF. Is there way to select which one to use to override Default Monitor driver to Plug and Play with no restart? Because in Defaut Monitor driver refresh rate is much lower than 85 i can see it even if it shows 85 in driver tab.

What video card are you using,I use NVRefreshTool 2.1a for my Nvidia card and the one built-in ATI Control Panel(display tab) for changing refresh rate for gaming.

Try booting into safe mode and see how many monitors you`ve listed in Device manager, remove the ones you don`t have.

Go to ATI control panel, click on "displays tab" select your monitor by clicking on it in there and you should have refresh rate options,it works for both OpenGL and D3D.

1 Click the Displays tab.
2 Click the Monitor button.Your monitor must be enabled before you can change its display properties. Click here for more information.
3 Click the Attributes tab.
4 If your monitor is equipped with a Display Data Channel, click the Use DDC Information button to complete this procedure. Otherwise, go to the next step.

5 In the Maximum Refresh box, select the desired setting for maximum refresh rate.
6 Click OK or Apply to save the changes you have made.

Use the device manager to install a specific driver for your monitor. This is pretty standard stuff really.
