Monitor does not go into standby when computer is locked

I am using Windows 2000 and when I lock my computer (Ctrl+Alt+Del>Lock Computer), my power saving settings do not take effect. The screen saver does not come on and the monitor doesn't go into standby. Is this how it's supposed to be? Is ther a way around it?
