i am wondering if an unshielded speaker can have any ill effects running next to a monitor that is NOT ON

Yes! The shadow mask and aperture grills are made of magnetic material. External sources of magnetic fields can magnetize the SM or AG and create discoloration on the screen. Usually the degauss function clears it up, however if the speaker was large enough it could do permanent damage.
