Monitor changing/flashing diff. tones of colors?

My monitor, from time to time, flashes different tones. i.e. it is a lot bluer at one time and then normal another time. What is the problem? Is it my video card, my monitor, or my motherboard? I got a radeon 9500-->9700 video card and an Envision 17" LCD.
