Monitor Bug Brightness at 100

I have a weird problem, and annoying.
Most times when I power up my monitor, the brightness is set to 100 !
Im running XP Pro and an ATI8500 DV video card.
I think its the monitor, but has anyone seen this problem, or have a remedy ?

check your drives just turn down your brightness from there so when it boots up it doesnt matter if its at 100 because the drivers will have it at what you like.
 
My monitor is a 19 inch CTX model X90.
It doesn't power on with the brightness at 100 all the time, it does it about 80% of the time.
