Monitor and Video card selection question

I'd like to save some space once I get up to my dorm so I want some opinions.

I have already decided to purchase an LCD monitor. After reading this site, it looks like the samsugn 710T is my best bet.

Also, it would be nice if my monitor could double as a TV. This will require me buying a new video card (not sure which to get) or perhaps a TV tuner. I assume that my dorm has standard cable connections. How should I set up my system to get decent TV quality?

Is the samsung 710T as good for TV as it is for gaming?
