If you really want 'the best' for photography and vídeo it will cost >$1500.
Look for Dell or Eizo monitors if you want (and can afford) a really good monitor for your work.
If you're on a lower budget you could consider Asus monitors.
'Best for Photoshop' presume calibrating a monitor to get acurate colour temperature, gamma and,at least, 100% sRGB - 99% on Adobe RGB is only for 'professional'-expensive monitors.
