My dad broke my mom's camera trying to pry the batteries out not realizing there's latch. So, I guess she needs a new one.

She wants a compact point-&-shoot under $200. I'm not sure what's the best out there right now. She says she wants a good quality one.

What she needs
-Good low light performance is a must. She'll mostly be taking indoor shots at her line dance classes, where lighting isn't that great.
-Good battery life
-Big screen. Her eyesight isn't that great and small LCDs are invisible to her.
-Easy to use. She's not technically inclined.
-Anti-red eye and anti-shake. I suspect most have that now but she insisted I mention that.
-Small so it fits in a purse or pocket.

I've seen a few of the Canon PowerShots going on sale. Canon usually makes fantastic stuff.

< $200 and "good low light performance is a must" ain't really happening ( for new ).

I'll be curious to hear from others if there is a P&S in this price range that either
a) has a super powerful flash
b) has something that can boost ISO stratospherically while maintaining noise.

the canon s100/110 would probably be your best bet, but those go for over $200.
how low is the low light in the line dance classes?

she might be fine with a canon a2500, but low light performance is pretty similar until you move up to more expensive stuff.
basically something relatively new (2012-2013 model) with low zoom (3-5x) which will likely have a faster lens (f2.8, 2.4, or 2.0 if you're lucky).

otherwise there's always the generic travel zooms (panasonic zs, canon sx230/260)

Perhaps a used S95 if the S100/S110 is above the OP budget.

You want good at night? Sony WX80 hands down. Everyone wants to go buy a Canon or Nikon and always overlook these amazing Sony cameras. That Exmor sensor and Handheld twilight give amazing low light photos without all that nasty noise. Not to mention the WX80 is the quickest under $200 camera with 10 FPS. Hands down the best deal.
