Probably in the whole heat/air and electronics systems, not even sure I would try to clean them.

Steam/shampoo, scrub, pat dry for hours and hours, do it again, do it four more times, then use ozone. Get some dessicant bags, toss them in there. Drive them with the AC on. Good luck.
 
After you clean and dry as nerf has suggested, look into using one of the chorine dioxide products (search car CLO2 ) . Better than ozone.
 
buy a dehumidifier. I dont understand if the cars have mold or if the garage does?

Need to be more specific... if it's just the garage area, I would bleeeeeeeech it all.

That doesn't make sense if water flowed into the garage and the puddle formed. Does this mean the water level got high enough to seep into his car?

maybe the windows were cracked and it was hot enough to cause a lot of condensation on the inside? Interested to hear.
