as Blain says, to get a good modular PSU, atleast $100 is necessary. For a budget PSU, a modular one is far worse then a regular one. Decide on your budget.

There arew definite drawbacks as well as advantages.
I have never seen a consensus on these forums thats was leaning towards the use of modular PSU`s.
When I have seen people say they were good most of those people were using a good solid brand such as Enermax...etc

the first question you had a total of -- 60 people vote
the 2nd question you had a total of -- 51 people vote
the 3rd question you had a total of -- 57 people vote

I would hardly call that a majority of the people who even use these forums let alone those who just the general hardware forum!!
 
If you get one, get a good one, because they work great. If you get a crappy one, you have a much higher chance of having problems.

are some of your better options.
