well, it is illegal, as even if you suck at your job, as long as you work, you must be paid unless a clause was in your contract stating otherwise since it sounds like you may be "contract labor" which has a few different rules.

Hypotheticly of course.
 
Sounds wrong to me. Unless it's previously been stated that you'll work for free your employer can't say "Sorry you didn't do so hot a job last week, let's put your hours down to 25 instead of 40 so that we don't piss off the client."
 
Contact your Labor Board, I'm sure they'll know the answer.

BTW, they have you remove your time, do they also remove the billing to the client? Or do they still expect the client to pay?

that sounds like it may be a clause in yoru contract. see if you can find the copy you signed.
