Modifying Wordpress Homepage

First, I'm hoping this is the best place to post a question like this, if there is a better spot please refer me to it.

Okay, for part of my school project I am trying to adjust a Wordpress layout. The current layout can be seen here: http://www.youthlifelearningcenter.com/news.html

This has Wordpress linked into what I believe to be a frame. The idea is to get rid of this frame and the scrolling bars, and have the news section look more like this: http://walterwalker.multiply.com/journal

The idea is to be able to list all the news articles and a little snippet of each and continue down to the bottom of the page with no scrolling bars.

I'm sure this can be done using Wordpress so my question is how? Could someone post some links or something to thoroughly explain how to do this?
