Modifying default user accounts in OSX?

So, I'm at work, trying to get an OSX box set up as a base image machine. We only have a few, for the photo students.

What I want to do is configure the settings of the default user(dock items, etc.) so that all accounts subsequently created pick up those defaults. I know how to do this in Linux and Windows(since it pretty much comes down to modifying files in a directory tree); but I'm having a ghastly time trying to do the same on the OSX box.

I'd gone into the project with a feeling of "It's just *nix, Apple can't have done anything too bad, right?" But my optimism is starting to dissolve.

Anybody have any ideas?
 
The default user account template is located in /System/Library/User Template/English.lproj (there are others for French, German, etc.). Just put the right files in the right places, and that's it.
