Modifying ARP entries....

Background on the issue:
  • Server was replying to ARP request with 2 diff MAC
  • Vista couldn't communicate as one MAC was incorrect
  • Microsoft Techs added a static entry, this worked
  • I changed NIC's to an Intel
  • Remove ARP entry as Admin and User
  • ARP entry randomly re-appears

I am deleting it with arp -d 172.27.1.10 (as that is the one I want to remove)

Idears why it would come back as a static entry?
 
The other MAC-

All our servers had dual on board broadcoms. We teamed them but ran into issues. So we slowly replaced them with Intels. The other MAC is a broadcam address, but not the correct address of any of our cards. It is off by one letter. So I wasn't sure if broadcoms teaming software was spewing it out. But their software is removed and the onboard NIC's are disabled in the BIOS.

Also that unknown MAC addy isn't appearing anymore (after turning them off in bios) when watching packets with wireshark. So i'm not sure why Vista keeps putting it back as static.
