Background on the issue:
I am deleting it with arp -d 172.27.1.10 (as that is the one I want to remove)
Idears why it would come back as a static entry?
- Server was replying to ARP request with 2 diff MAC
- Vista couldn't communicate as one MAC was incorrect
- Microsoft Techs added a static entry, this worked
- I changed NIC's to an Intel
- Remove ARP entry as Admin and User
- ARP entry randomly re-appears
