modem under Linux displaying NO DIAL TONE message at dial up

I have an USR PCI hardware modem correctly configurated under Linux (Conectiva Linux 6.0 - a brazilian distr.).

Ever I try to connect, I ever receive NO DIAL TONE message in log (within one or two seconds), even though the dial tone is there.

The same sometimes occours with Windows, but in modem properties there is a check box where I can disable windows to detect the dial tone. So, it waits an standard time and dial anyway.

In Linux, if I take off the phone from the base to listen the dial tone and after this I click "connect" button, the dialer dials and complete the connection.

Linux users please, give me a hand. (I can't change my phone line)
 
try adding a few commas in front of the phone number. that will make it wait for a few seconds, and hopefully it will pick up the dialtone by then
 
Took me awhile to remember this from the command set, but try adding X3 to the init string. This will force the modem to dial out without waiting for a dial tone.

So your init string would look like AT&F1&X3.
