Modem trouble

Had to format my mom's computer today. Her modem was detected and worked fine in Win98. I installed 2k, and now, no matter what driver I install (correct, incorrect, or generic), it either says "The device cannot start" or, when I try to query the modem in diagnostics, "The modem did not respond."

WTF?
