modem problem

hello
i have put a modem into a friends computer, the computer is old and is only used for word etc and surfing the net
the specs are
a dell optiplex gn
p 266
32mb
onboard sound and graphics
unknown hardrive
windows 98 first edition

the modem is a diamond supraexpress 56ipro and the pc meets the minimum requirements for the modem

I have installed the drivers for the modem and it is in device manager reporting that there are no problems.
i tried to test to see if it would work by transfering 2 of my accounts on to his computer, the modem made the usual screeching noise but failed when it checked my password and username. i know i have put them in correctly and that caps have been on the correct settings.
i have tried to use 2 isp cd roms to make a new account for him and again it disconnects when its about to connect to the server

what can i do to fix this problem?
