Modem problem

I'm working on a 486 and the modem doesn't work. The actual modem works but it's not getting a single dial tone. I tried different drivers and even a different modem. Both, I'm positive, work, and the dial tone works with the phone. I even tried using a different phone line and different ISA slots. Any ideas?

 
Check the IRQ settings on the modem (with a 486 I'm assuming the modem is not PNP) to make sure they are set to the settings you're using with the drivers and to make sure that the IRQ isn't conflicting with any other devices in the system. By default, the modem should be using IRQ 3 or IRQ 4.
 
There is no IRQ conflicts. That I am sure of. I generally tackle the hardest hardware problem but this modem "stumps" me.
 
Do you have the mobo comm ports disabled ?? What are you using to do the dialing ? Win has an option not to wait for dial tone. I have seen a similar problem but it was with a specific home office type phone system which 'bounced' the dial tone and the modem would fail to detect it. Do you have the correct modem drivers installed ??
