Modem problem with older system - help!

Generally, I can take care of most problems I encounter, but this one is kicking my butt...

The system:

Intel RU430HX motherboard
P166 processor
Soundblaster ISA card
PCTel 56K PCI modem
Win98SE

The modem was working initially. I could connect to the Internet without any problem. Then I formatted the hard drive and reinstalled Windows98SE. Now the modem installs correctly and no conflicts of any kind for it or any other piece of hardware are indicated in Device Manager. When I go the the Modem Properties "diagnostics" tab and click on "more info", it responds like a working modem. However, when I try to connect to my ISP, after a few seconds delay I get an error 680 - no dialtone.

I know the telephone line is good and I have unchecked the "wait for dialtone before dialing" box. Even the pass-thru connection on the modem works fine when you hook up a phone to it.

I even tried installing a different working modem from a newer system and also a brand new modem and they won't work either.

I've searched around the Internet, but can't seem to find anything helpful. I did find a brief remark stating that a USB optical mouse (which is what I was using) could cause problems. I switched to a PS2 mouse, but no luck there either.

Please help!
