modem port failure

My modem quit working, error 630 port in use. If I ran diagnostic first thing it would communicate w/ the modem but once i tried to dial in modem would always fail. Modem worked fine w/ a different computer. I deleted all dial up connections, un/reinstalled modem etc. Reinstalled ghost partition (using 98se) from an earlier time when everything was fine but still would not work. Fortunately I have a second modem port on motherboard so I just attached there and it works fine, but I still don't know what the problem is. Couldm the actual modem port hardware have failed?
 
Im not on dialup anymore but in the past when I got that error unplugging the modem from wall and restarting machine usually straightened it out?
