modem port already open?

windows ME. modem on com3. when i try to connect, i get a port open error. i went into bios and disabled com1 and this seemed to solve the problem, although i am now getting a "no dial tone" error. i assume the "no dial tone" error is just a failed modem...could this be software-related? no virus on system. my main question is: what caused this "port open" error and how do i correctly resolve it? thanks
 
this could be an irq issue.
try the modem in another PCI slot
also do an add/remove hardware, and remove the modem, then click refresh/add. follow the instructions. if needed, update the modem drivers.
