I was running my medem under Windows ME. It seemed reasonably quick and was showing 48,000 bps if i hovered over the little icon.
I then upgraded to XP professional, it found the modem and installed it straight away, it is an Aztech MDP3858SP-WE Data Fax Modem (COM3). When i signed on under XP the speed ranges from 28.8 to 36 kbs, is this slower? It does seem to be, also there is fairly frequent difficulties connecting and i get error messages like the remote computer did not agree on PPP protocols and stuff like that.
In order to resolve the situation i updated the drivers, the website only had conexant generic drivers for this model under XP (what does that mean?) but i figured that these couldnt hurt so i loaded them despite the fact that XP said they were not more current than the XP drivers. There has been no change through changing the drivers. The maximum speed is set to 115200 by the way.
There is also another problem. I have a fax set up on the same line as the modem and for some reason if i use the internet and then disconnect afterwards the fax will not send or recieve. it is as if the modem is not hanging up the line properly. if i lift the handset i do not get a dial tone. If i then remove the computer from the line i can get a dial tone and send and recieve faxes. I did not seem to have this problem when i was using ME. I live in England by the way - not sure if that has any affect over any advice you might give but thought i would mention it anyway.
