modem/internet problem in win 2000

Yesterday I installed a interned speed up software I got at tweak files. My internet connection got all screwed up so I uninstalled it and the old settings were supposed to return. Well its still terrible, I get speed spikes then periods of trickle activity. I uninstalled all the software, the internet connects and the tcp/ip, rebooted and reinstalled only the tcp/ip. It did not help I am still having big problems. This is in win2000, when I go to win me where I altered nothing it works fine . Please any help appreciated.
