modem help needed PLEASE

I just built this system, and i cannot seem to get the modem to work in it. Here are the specs:

Athlon 1700XP
256MB DDR333
MSI KT3Ultra
52x Sony CD-ROM
SMC Network Card (Currently Disabled)
Startech Parallel Card
Creative V.92 PCI Modem (THE PROBLEM!!!!)
Startech Serial Card (Currently Disabled)
Onboard Sound (Currently Disabled)
20GB Maxtor HDD
2 Floppy Drives
Win2K

I built the system for a client, and I cannot get the modem to dial. I installed it, and it is detected fine. When i query the modem, it will display it's information everytime. I just cannot get the modem to dial anything. It will click like it is picking up the line, and then nothing - it will crash the dial-up dialogue and I will have to end process. I checked to make sure the phone line is plugged in, I have tried changing the post it uses, i have tried changing the pci slot it is located in. Any suggestions? Is it possible that i will have to switch every pci card around until i find a configuration that works? Also, I am running the latest drivers and have tried everything I can think of. I have the above listed cards disabled to see if they were conflicting with the modem. They all work fine if enabled, although the sound is not needed on the machine so i am not going to enable the sound. I am not too worried about have the network card or the serial card enabled because neither is in use at this point. I too have tried the setup with the nic and the serial card removed from the system with no luck. Could i have a junk modem?

i have not tried that, but i will look into getting a set and give that a shot. Thanks for the idea. At this point i am willing to try anything. I am going to try it in a different system to see if it is possible the modem itself. Thanks

If the polarity of the phone line is reversed (red going to green and green going to red SOMEWHERE on the line) the symptom will be an inability to dial. You can push the dialing buttons but they will make no sound and the the dial tone won't go away. If this is what's happening open up the junction box where the modem cable is connected to the phone line and reverse the red and green wires.

no, it won't even pick up a dial tone. Although i tried the same line and jack with another computer and it worked fine. I am going to swap modems from a different computer, and hopefully see what is going on. Then i will rma if i need to. Thanks for the help
