Modem "Bug" in WinXP

I upgraded to WinXP Professional and now I can NOT turn my modem speaker volume all the way down. I even updated the drivers to WinXP drivers for my modem (US Robotics 56k modem). I have the volume pushed all the way down in "System/Modem" and I have even disabled the modem sound in my JUNO program.

Does anyone have any ideas how to fix this?

Anyone else have this problem?
 
Have you tried the atm0 command(zero on end of atm command) in the extra settings box? Here is a Link to more info on navigating to the settings area.
