The 4 extra pins are afaik for providing more stable power for the PCI-E parts. But dont forget that the 24-pin connector is only one part of the ATX2.0 standard. Other improvements over ATX1.3 are s-ata and pci-e power connectors, higher efficency and thus less power consumption and two seperate 12V rails in the case it has more than 18Ampere on the 12V rail. Here comes the 4 extra pins into play, cuz they contain the second 12V rail. That makes sense if u think of the power requirements of lets say a high-end pcie-graphic system, or SLI. The 4 extra pins make it more stable. For overclocking i am not sure but i dont think it will make a big difference, as long as the PSU u have is good quality.
