mobo voltage problems - soyo

Okay - I'm running a brand new
Soyo DRAGON SY-K7V raid board 266 mhz FSB DDR Board 1.4 ghz Athlon, 256 MB DDR memory
Just installed windows me on it
and SmartGuardian Mobo Monitoring software
It's giving me an alarm when I start up

It's showing that the
-12 V is running only at 1.38 V- 1.46 V

I noticed that the +12 V is running at 12.60 V which is obviously normal -

what do I do and where do I look into the problem at??

I also noticed that when I turned my computer on, the time and date were a day off (battery problem??)
