Mobo problem , MSI -6309 , Please Help

I have a MSI 6309 , with a PIII 700 , not overclocked . I built the system and installed windows and my video card and mobo drivers .

OK , the problem is when the computer is off , and you push the power button , the power comes on , power LED and HDD LED , but it does not boot up . In fact , the monitor does not power up . But if you push the reset button , it boots up and runs fine .
If you restart while it is running it reboots fine .

It seems like it must be a bios setting might be wrong , maybe something in the power management part ???

 
Don`t know if this will help, but I had that very same problem with a machine once. Turns out there was an extra motherboard standoff that was not needed. Once I took the board out and removed the extra standoff, it worked fine. Guess it was shorting the motherboard somehow.
