Mobo + OEM OS question

Hey guys, I was just wondering what piece of hardware OEM Vista is tied to. I am asking because I am considering parting out my PC and need to know which piece of hardware needs to be bundled with the OS? I think it is the motherboard but I am unsure. You can't resell OEM Vista to be used on anther machine can you? And could I just keep Vista and tell MS my mobo had something wrong with it and reuse it? Thanks
 
I have a dell oem vista cd with coa and I had no problems re-activating it online with a non dell motherboard after purchasing it from someone else. For legal transactions, I don't believe there's any specific rule; some software venders send an old memory stick or other obsolete item with their software.
