Mobo Not Reading XP 2200+ Properly, Need Help!

I just built a new computer for my little bro. The XP 2200+ chip is reading as 1500+ at 1.3 ghz in windows XP and when the computer boots up. The mobo is the MSI KT4V. I went to the MSI site and flashed the BIOS with the new update and it still read wrong. I have two questions.

1. Obvious, how do I fix this problem?

2. Does the processor work to its potential even though it is being read wrong by the motherboard?

Before changing to 133, it would've been at 100MHz fsb, so 13 x 100 = 1.3GHz actual speed, yeah.
