MOBO/GPU Blue Secren Detection Important!

I just build a new pc;

i5 6600K

Asus z170A

Sapphire R9 390 Nitro

Cosair LPX DDR4 2400MHz 2x4

Xigmatec Vector 750W 80 Silver

I installed windows 10 64.bit without any problem but when i try to install AMD drivers i always get Blue Screen (THREAD_STUCK_IN_DEVICE_DRIVE) and after reboot a black screen. Wıthout drivers r9 390 works. Also i am using my setup on 4.5GHz and XMP on without R9 390 perfectly. I bought it from Amazon.US i will return it but i dont actually know what is the problem.Most of the time device manage5r doesnt detect the gpu.

Motherboard / pcı-e slot

Rams

R9 390

Things i tried:

win 10-8.1-7

amd crimson-catalyst drivers in lots of different versions

DDU in safe normal mod

Manual driver installation with 7zip

Changed driver files /installmaneger options false to true

Changed pcı-e slot

i tried each stick ram in a1-a2-b1-2 dimms 2x4 and 1by1

With bios update or not updated.

Is my gpu or mobo dead?

Sounds like a GPU issue to me.
