This is what I have...
CPU : Prescott 2.4ghz(2.40A), 478 pin, FSB 533mhz
RAM : 512MB(1 stick) DDR400
GPU : Nvidia 4400ti AGP (will soon be upgraded to probably a 6600GT AGP)

Would a motherboard of 533/800mhz FSB with DDR400 RAM be able to overclock to 166mhz(666mhz) from 133mhz better than if i got a 533mhz FSB board. Most of these 533/800mhz boards will allow you DDR333 RAM setting at 533mhz.

Is it possible to overclock beyond the bios-allowed 25-30%, provided the CPU is actively cooled. How is this done? Would a 533/800mhz board be better for this?

No mobo brand suggestions required, but I was thinking about an ASUS P4P800S-X which has an intel 848P chipset and 4 PCI slots(the Minimum that I require), no PCI Express slots required.

I suggest an Intel 865pe chipset board. I use msi, but abit is also highly recommended. The chipset makes a difference. Newegg has some refurbs starting at about $32. I strongly recommend you download the board manual off the manufacturer's website before ordering to check for voltage and memory ratio settings. Some boards use settings like 5:4 or 333,400, etc for memory. I run my p4 cpu vcore at the default setting of 1.525 volts. I saw no improvement going above 1.55 volts. I was able to overclock my 2.4b to only 160 fsb (about 2.8), so don't expect too much. It's luck of the draw when overclocking. Also use mbm 5.73 and calibrate it to your board, if it's listed. The program was discontinued, but has many 865 boards listed for calibration. Keep your max temp at 65c or below. I also use the 5:4 ratio, which means when my 2.8c is set at 250 fsb, the memory is at the proper speed of 200 (250/200=5:4).
