Mobo doesnt seem to power cpu

Hi I was drunk earlier today and decided to add a sound card to my mobo while my pc was running (foolish i know). So yea sparks flew and then my computer shut down. Ok i restarted the computer and nothing booted up and the mobo seemed to still have power since my cpu/video card fan were working. Although the green led that signals if the mobo has power does not light up. Start the pc fans work and cpu seems to not be getting power... i took off the heatsink and felt the cpu and it does not get warmed up which im guessing there is no power goin to the cpu socket. My question is... is my cpu fried or my motherboards circuiting to the cpu socket is? So yea i ordered a new mother board. What do you guys think?

Also there seemed to be no burn marks on the motherboard.

You fried the motherboard plain and simple. You won't know if the CPU or RAM has been effected untill you get the new board. But don't be surprised if the CPU and/or RAM are fried.
