mobo/cpu testing

I just completed building my computer... i connected it to the power supply.. when i switched the power button...nothing happened...i just heard a sound and my mobo fan, cpu fan rotated for about few seconds and then stopped!.. i tries changing the psu to no good..i even removed all my stuff except mobo, ram, video card and tried starting..it dint work..i tried shorting the power switch from the case...it still dint work!...please help: i dunno what wrong??..is it something with the mobo??can someone please help!!..i tried everything..i even changed my psu to a higher watt(430) and higher current(26 A)..it still doesnot work.....could it be my cpu or mobo thats got problems??..how could i check them??
 
could be the 4 pin 12v power connector not connected? (the yellow and black wires)

"i tried shorting the power switch from the case.." what does this mean???
 
well what i mean by this is instead of connecting the power cable from the case i used a jumper to short it so that when i turn on the psu switch it can directly supply power to the mobo...the 4 pin power connector is also connected!
