When you run in battery mode, the CPU clocks down from say, 850mhz to 700mhz. Now does it do that thru lowering the FSB or a mix of FSB and multiplier?

A classmate has a 850mhz down to 400mhz. I hear that there's no real battery-saving benefit going below 700mhz, true?
