Mobile 2400+...running slow?

I just finished building my first system yesterday. Anyways, I was looking on a diagnostic program (CPU-Z), and it's showing my core speed to be just barely over 1 GHz. Is this wrong or did I do something wrong? I know the normal system properties doesnt usually pickup on mobiles correctly, but for diagnostic tools/tests, shouldn't the correct speeds be coming up? I havent attempted to overclock or anything yet (gonna wait a couple weeks), but shouldn't but cpu speed with the mobile 2400+ be like 1.8 GHz right off the bat? I'm kinda confused here....
 
a lot of times the first time you boot, the cpu will boot at 600 mhz (6 x 100).
you have to go into the bios and manually change the speed to the default clocks... which is... 13 x 133 or 14 x 133 or something like that....
