it means that the packers are favored to win by 4.5 points.
so if you take the eagles and the points in a bet ,then the packers have to win by more than 4.5 points for you to loose the bet. so in essance you could bet on the eagles and get the points, and the packers could win the game by 3 points and you would still win the bet.
