I have a paper that was published by the USGS, so I am calling it a government publication. The thing is, it lists an author at the end as "Prepared by W.R. Krug...". Would the following be the correct format?

United States Geological Survey. National Water Summary 1988-89--Floods and Droughts: WISCONSIN. Washington: GPO, 1989.
 
I have all the guides, and none say what to do (specifically) when there is a gov't publication author. I'm just going to omit.
