Mixed up letters in dos

Got a new problem never seen before as the computer boots up is displays mixed up letters, like where it says boot in safe mode with networking is spelled wrong. Also when I go to format with the windows disc it miss-spelling words in the windows install program. Any ideas whats wrong? Already re-flashed the bios just to to be sure. Removed memory one dimm at a time. The screen is a little messed up too I just replace the video card and it fixed it at first there are little dots like its screwed up pixels but it goes away once your in safe mod.
