Mixed Ruling for Breast-Feeding Driver

Okay, this is just weird . . .

What kind of "obscure religion" allows people to drive and use cell phones but not to have state drivers licenses? Sounds more like an anti-government militia or cult. In any case, I regard breast feeding while driving as child endangerment and reckless driving, and perhaps worse.
