Otherwise known as the puppy mill Initiative.

It will:
* require large-scale dog breeding operations to provide each dog under their care with sufficient food, clean water, housing and space; necessary veterinary care; regular exercise and adequate rest between breeding cycles;

*prohibit any breeder from having more than 50 breeding dogs for the purpose of selling their puppies as pets

I think this is good an it should increase the quality of dogs coming out of this state.

Methinks this is one of those "sounds good but won't do any good" kind of ballot measures. I don't know the exact details, but there's probably a billion loopholes, and the law probably screws legitimate breeders in some way or another. That's generally how these things work. If this is a rare example where that's not the case, then great, I think we can all agree that humane treatment for animals is a good thing.

There should be also guidelines on the amount of unannounced inspections per year or this bill will be rarely if ever be enforced.

The devil is in the details of course, but usually the department charged with enforcing something like this is underfunded and understaffed. What happens is that the department can just use a law like this as a club to smack the most serious offenders over the head when a case comes to light.

ya, neither link says much about enforcement. but with MO providing 30% of the puppies to pet stores according to the independent link, it can't be any worse than it currently is.

only if there's a bill to improve the housing condition and exercise conditions of human beings. :] But I'm glad they try to take good care of canine friends.

This section shall not apply to a dog during examination, testing, operation, recuperation, or other individual treatment for veterinary purposes; during lawful scientific research; during transportation; during cleaning of a dog’s enclosure; during supervised outdoor exercise; or during any emergency that places a dog’s life in imminent danger. This section shall not apply to any retail pet store; animal shelter as defined in section 273.325; hobby or show breeders who have custody of no more than ten female covered dogs for the purpose of breeding those dogs and selling any offspring for use as a pet; or dog trainer who does not breed and sell any dogs for use as a pet.

Plus, the enforcement will only come on the back-end, when there's a complaint or problem.

On the surface it sounds like something that would overwhelmingly pass, but it only passed on an extremely thin margin. And it failed everywhere but the cities. Anybody know why?

this is common with a lot of legislation, hell it's common here in P&N: big city dwellers think they know what is best.

That said, I agree with this law.

That said, I agree with this law.

I'm an animal lover, so I'm in favor of the spirit of this law. But weren't animal cruelty laws already enough? Why single out dog breeders? What about breeders of other kinds of animals?

Probably more work to prevent damage to the breed on dogs then something like cows. Puppy mills are notorious for cranking out dogs that have congenital health defects rather then healthy dogs because it requires a lot of time and effort to make the genetic defects aren't passed down.
Also, people like dogs and no one cares if a cow is retarded.

I have heard that the guy behind this bill is some kind of nut job that beleives that no one should be allowed to have a pet. There is always something wierd when you start to dig deeper. I heard it on the radio so it must be true.
