What you said is correct. It results in the grand jury trying the case which is not supposed to happen. Prosecutor knows this and is setting up the situation that forces GJ towards no indictment.
The prosecutor needs to be disbarred for trying to sabotage the indictment. Sick perversion of justice.

This case is explosive. Even if there's a trial and an acquittal, it's still gonna explode.
The prosecutor has a legal obligation to not indict unless (s)he is reasonably certain of guilt AND a conviction.
Per MOM, this prosecutor is presenting all evidence so it can't be claimed he was biased etc in any way. It's a CYA move. The prosecutor is also promising to release the GJ transcripts, a very unusual move for the same reason.
He's putting every thing out, doing a 'dump', because he knows it's going to be gone over in nit-picking detail. Per MOM, there's less risk of criticism in putting out too much as opposed to omitting something.
The prosecutor is in a no-win situation.

If I had shot and killed this man and was witness to the unrest that it had generated, then I would submit to a trial and automatically stipulate that there was probably cause to indict. I am protecting and serving nobody if my actions lead to mass riots and mayhem.
Please let it be known regardless if this so called grand jury returns an indictment, it doesn't change this thug with a badge guilt. One way or another justice needs to be served, if not by a jury, then perhaps other means.

There's an obvious reason for that. He can't continue with his previous duties because the self-deluded public will be too hostile to him and it will be extremely dangerous. Resigning is the only real option other than risking death and serious bodily injury. However, if it came a trial, the prosecution would try to claim that his resignation is some kind of admission of guilt.
He's doing exactly what *any* legal counsel would advise him to do.

Remember that CHP officer? That beat the crap out of a woman ? Yeah, he didn't get charged, and got to resign, keeping all his benefits.

He also doesn't have enough time at Ferguson PD to get any benefits. I believe that he would resign to lessen the possibility of someone attempting to take his life only to injure or kill a fellow police officer/partner.
