Missing "tabs" using Windows 2000 w/Messenger

At work I am running Win2k SP2 w/ MSN Messenger v 4.5.0127. When I open Messenger to the main screen where the contacts are displayed, no "Tabs", the .Net service tabs I mean, come up.

On Windows XP Home and Windows Millenium the tabs are present, I just can't get them to work in Win2K. I checked with 1 of my friends and he has the same problem under Win2k. It's not a major problem, but it is nice to track stocks with. Has anyone else noticed this and found a solution? (In case someone asks, I already checked the privacy options, and the option to hide the tabs is not selected)
