missing tabs and icons on win 98

I was asked to look at a persons computer who cannot get onto the internet. When I get there I cannot find on her Win98 machine the add hardware icon or the network settings in the control panel. Also I could not find the device manager tab when I right click on my computer and choose properties. It seems almost like there is a program running which hides the icons to prevent changes to the computer. She is running norton system works but I could not find any mention in the manuals for any program to do this. I also checked the site just now and no mention of any program.

Any help would be appreciated. The computer seems to be working OK other than her inability to get on the net. Her IP provider says it seems she lost her drivers to operate her NIC.

Does she have TweakUI or a similar program running? This could disable her from using those features (as a security option).
Check in control panel for TweakUI.

Otherwise, CTRL+ALT+DEL and look for any programs that aren't standard.
 
I do seem to remember seeing it on the programs she had. It is a program I never used before. Where would I look in tweakUI to see if she enabled the security features? I doubt she would but she has some grandchildren who have caused some problems before.
