"Missing resource.dll" cdtrc.dll

I get this error when I right click on a drive in the left pane of explorer. "Missing resource.dll" cdtrc.dll System file checker does not detect anything missing. Norton registry checker did not detect any errors either. Any ideas or suggestions would be greatly appreciated. This is in 98SE. My husband seems to think it has something to do with tweakUI.
