A friend of mine called and having this problem:
She cannot dial up her ISP. Talking her through I found that:
Windows Dial Up Networking missing.
Outlook express missing.
Internet connection wizard missing.
I think that maybe her son downloaded a virus, anyone know of a virus that does this?
If not a virus will reloading windows over the top of the old windows fix this? If I upgrade her machine with 98 SE will this restore these functions. I would hate to have to reformat her drive as I would have to reinstall everything for her and I do not have the time to do it. Thanks for any help.

Dial-up networking is one of the Windows features that can be installed/uninstalled from the "Add/Remove Programs" section under Control Panel. Just go to the "Windows Setup" tab and check under "Communications". Clcik the "Details" button at the bottom of the window. If there is no check mark next to "Dial up networking", place a check mark there and Windows should reinstall the feature. Note that you'll probably need the Windows CD to accomplish this.

Hope this helps.

W98 does a pretty easy and painless "install over" W95 isn't quite as easy but it does work. You didn't actually say which it is.

Try the install over technique first.

As TonyT says, DUN can be installed/uninstalled at will. Nothing to it.

If you really think a virus is involved, it may be time to rescue everything valuable and then do a format and fresh install.

It is the surest way of coming back with anything useful. Keep us up to date.

Well got it fixed, more or less. What happened is she got a new scanner for a gift and when she loaded the software for the scanner it started loading AOL which she cancelled out. It completly FUBAR'ed her TCPIP stack. Then to top that all off she had some kind of virus that wiped out DUN and Her E-Mail. Got that cleaned and she still could not get up on the internet. Called her ISP and some smarta$$ there says what do you want me to do about it, she said shut me off and send me back my money, hung up signed up with another ISP and she is up and running.
Thanks again guys.
