missing drive in 2000

I have a system in my workshop that has the following drive arrangement:
primary IDE controller: WD 3 gig hard drive; WD 6.4 gig hard drive
secondary IDE controller: WD 6.4 gig hard drive; CDROM

I just did a format and reinstall of the OS drive (3 gig drive) and noticed that I do not have both 6.4 gig drives listed anymore. It is shown as detected during boot up and if I use Western Digital's lifeguard tools, it shows all three drives like it should. Plus I had just worked with some files prior to the start of the reinstall. I looked in the hardware configuration and it is only showing one of the 6.4 gig drives.

How do I get the other one back? I remember this computer doing this to me once before but I had done something to the OS shortly after that and reinstalled anyway and it came back so I never really fixed it that time.
